The regular meeting of the Board of Trustees was held on Wednesday, November 8, 2017, in the Library’s Board Room. Attending the meeting were Trustees Tona Casella, Kyle Tarbett, Monica D’Angelo, John VanEngelen and Suzanne Hawkins; Library Director Tara Bartley; Staff Member and Karolee Sorenson. Absent Chris Vaage. Acting Chairman Kyle Tarbett called the meeting to order at 4:33 p.m. with brief introductions. The Trustees MSC approval of the November 8, 2017 agenda. John VanEngelen made the motion to approve. Monica D’Angelo 2nd the motion. The Trustees MSC the approval of the October 11, 2017 minutes. Tona Casella made the motion to approve. John VanEngelen 2nd the motion. Approval of Financial Statements John looked over the bills and recommended approval. The Trustees MSC the approval of the October 2017 bills. John VanEngelen made the motion to approve last month’s bills, Monica D’Angelo 2nd the motion. Roll call vote taken. Approved 4-0. Financial/Statistical report: The Trustees MSC the approval of the October 2017 Financial Statements. Tara briefly discussed the September and October in house statistical reports. The information for the fiscal year end audit has been given to the accountant. John VanEngelen made the motion to approve the October 2017 Financial Statements. Monica D’Angelo 2nd the motion. Roll call vote taken. Approved 4-0.

Communications & Correspondence

Communications/Correspondence (Tara) Month of November we will be honoring our veterans. Our Heroes’ Tree is decorated and displayed in our “Reading With a View” room throughout the month. Saturday November 4, Stories of Service from 11:00 am – noon. Para trooper Lyle Novak and Army veteran Tyrel Hudson will share stories. Tuesday November 7, from Noon – 1:00 pm and 5:30 pm to 6:00 p, The BSU Veterans Services Outreach Coordinator will be here to talk about education after service ant at 5:30 to share education opportunities for students. Wednesday November 8, 7:00 pm Genealogy and Military Records. Tuesday November 14, 6:30 p, WWI Centennial Presentation: WWI in the Magic Valley. Friday November 17, 2:00 pm to 4:00 pm Caring for Veterans with Chaplain Mike Porter. November 10, the library will be closed to observe Veterans Day and open on Saturday the 11th. November 23, the library will be closed to observe Thanksgiving Day. Opened Friday and Saturday. Food for Fines – Patrons can bring in canned foods, hygiene product to donate for fines to be waived from $1.00 to $25.00. January 5, Holiday Party for employees at Blu Restaurant. Humans of the Magic Valley will be presented in January. Have more information in the December meeting. Library Events – November 9, Fun with Math and Science 7:00 pm. Provided through and ICFL Grant. Kits for math and science. This program is for preschool age children and their caregivers. A 2week session one in the Fall and one in the Spring. November 12-17. Idaho Family Read Week.

City Council

City Council Liaison report (Suzanne Hawkins): Congratulation to Suzanne for her win on the City Council. December 1, Parade of lights. This year will be coming from the West end to the East end ending at the New City Hall. The building will be opened to the public, and the lighting of the Christmas tree in the commons area. New park benches for adult seating have been placed in the City Park. Donated from Kiwana’s. Christmas in the Nigh Time Skies will be the day after Thanksgiving. Fireworks display and toy donations for Toys for Tots. The city will be concentrating on finishing up projects. Paving at the airport, Street repairs from last winter and sewer upgrade.

Library Foundation

Foundation Report (Kyle) The Foundation is excited about the kits that library is offering. Interested in the robot kits building program. The library currently has 20 robot kits. 15 for educational and five individual kits for checkout. One kit has been reserved for teacher at South Hills School. These Robots are Edison robots and are ready for checkout. Self-checkout machine – Tara called on status Monday. There was a meeting to discuss when the machine will be on its way today. Tara will follow up. There was discussion on possibly going with a different company if we don’t get an answer soon.

Finance & Budgeting

Committee Reports: A.) Finance/Budgeting (John and Tona) Cancelled B.) Building/Grounds (Monica and John) Cancelled. C.) Planning/Public Relations (Tona/Kyle) Strategic Planning A community forum will be set up Friday’s after story time at the library. Invitations sent out by the foundation and newspaper advertisement for November 30 from 7:00 pm to 9:00 pm. Reach out using Twin Falls Public Library social media accounts. D.) Operations/Personnel: (Kyle/Monica) Job description for the new full time employee. Job classification is Library Assistant III. Title Technology Assistant, Division Automation Technology, Department Automation Technology with Adam being supervisor. The advertisement for the position will open next week. The new Assistant will assist customers when using the computers and provide training and support. In addition, the Technology Assistant work involves updating website articles, conduct computer training classes, and assisting with technology maintenance. MSC to approve new job description. 3-D Printing. Request to change the rates for the use of the 3-D printer from per page charge to a charge based on the time of the print. Currently the rate is .10 per meter. The proposed change would be to charge $1.00 for every ½ hour, rounded to the nearest ½ hour. John VanEngelen motioned to accept the change, Tona Casella 2nd the motion. Faxing policy – A policy to offer faxing as a service to our patrons was proposed. Charge of $1.00 per page for outgoing and $1.00 per page for incoming faxes. The library currently offers scanning and email. Staff will fax for the patrons. John VanEngelen motioned to accept the policy, Monica D’Angelo 2nd the motion.

Business Issues

Business Issues: (Tara) E-Rate information – A Federally Funded program which provides the funding for internet to the community. We apply yearly for the funding and have received funding for both telephone and internet use. We received 80% of internet and 20% of telephone. Trustee Consideration for Tona Casella to serve on the Board of Trustees as secretary for a full five-year term. Will need to go before City Council in December for approval.

Library Director report :(Tara) Tara has been asked to do a Library Presentation for the PEO (Woman’s Organization) on what’s happening at the library. Presentation is set for the end of November. Digital photo project – The library will be moving Bisbee photos from Imatch to Omeka. Initial move will be the end of November.

Library Incidents:(Tara) Prank telephone calls on Mondays. He has called the last couple of Mondays and ask for different departments but close to the same questions. If continues the library will look at putting a tracer on the calls with the telephone company.
