Minutes of the Board of Trustees

Twin Falls Public Library

The regular meeting of the Board of Trustees was held on Wednesday, April 11, 2018, in the Library’s Board Room.  Attending the meeting were Trustees Chris Vaage, Kyle Tarbet, John Van Engelen and Library Liaison Ruth Pierce. Library Director Tara Bartley and Library Staff Karolee Sorenson. Absent; Trustee Monica D’Angelo and Trustee Cindy Bezas.

Chairman Chris Vaage called the meeting to order at 4:30 pm with brief introductions. Welcome to Ruth Pierce who has replaced Suzanne Hawkins as the Library Liaison.

The Trustees MSC approval of the April 11, 2018 agenda.  John Van Engelen motioned to approve.  Kyle Tarbet 2nd the motion.

The Trustees MSC approval of the amended March 14, 2018 minutes to update from Foundation report in that the budget was approved not the audit.  Kyle Tarbet motioned to approve.  John Van Engelen 2nd the motion.

  Approval of Financial Statements

The Trustees MSC the approval of the March 2018 bills. John Van Engelen made the motion to approve last month’s bills, Kyle Tarbet 2nd the motion. Roll call vote taken.  Approved 3-0. 

Financial/Statistical report:  The Trustees MSC the approval of the March 2018 Financial Statements.  Discussion was held regarding showing six months on the budget report and not just two.  John Van Engelen made the motion to approve the March 2018 Financial Statements.  Kyle Tarbet 2nd the motion. Roll call vote taken.  Approved 3-0.

Communications & Correspondence

April 7 – Daddy Daughter Hair Day. Fifteen participants. Including three hair stylist from Pilar 31 to assist. April 8-14th National Library Week. Celebrating the 60th anniversary of NLW. Several events have been planned for the week. April 10 - Volunteer Luncheon. Luncheon to honor the volunteers for the library. The library had 600 hours of volunteer help this last year. April 11 – Glass Etching April 12 – Tea Tasting April 13 – 28 is Art & Soul of the Magic Valley. The library will be participating and will have a display at the front of the library from artist David Story, from Inkom Idaho. April 27 – ILA Spring conference in Twin Falls at the CSI Taylor Building. Trustees are welcomed to attend. The library will be having a preschool story time at Pilar Falls and Harrison Schools. South Hills and Robert Stuart Middle Schools have invited the library to attend career night. Morningside Elementary has asked us to attend Parents and Pancakes.

City Council

Discussion of the City’s Strategic Plan was addressed at the Orpheum Theater for the State of the City address.  Suzanne Hawkins discussed how the City and Library will work together to support the Community Strategic Plan and how the City will support such efforts. Wednesday, July 7th will be a ribbon cutting for the downtown commons area.  Downtown music will begin.  URA has purchased the Idaho Youth Ranch building.  The building will be demolished and a new building with retail, housing and offices with parking will replace the old building.  Twin Falls Community Foundation is raising money for the new Archway over Shoshone between City Park and the jail.  The Archway will have reader boards used for various announcements.  The TFCF has raised through donations from the community and businesses of $139,000.  They still need to raise $86,000.00.  Donations can be made by contacting the TFCF.

Library Foundation

The Foundation is excited about plans and events for National Library week and Daddy Daughter Hair Day.  The Foundation was wondering if the library would be interested in using some of the book credit they have with Baker and Taylor for books to contribute to Sleep in Heavenly Peace. 

Finance & Budgeting

Kyle reported.  Met last Tuesday and reviewed the salary study and the proposed budget of a 3.5% increase. Discussion on salary study.

Business Issues

Strategic Plan was discussed. John Van Engelen motioned and Kyle Tarbet 2nd Strategic Plan for 2018-2022 was approved. Budget was discussed and signed to be send to City. MSC to approve and sign the 2018/2019 recommended budget. Roll Call vote of 3 in favor of.

Library Staff

Library Director

April 2, Katie Johnson of Coos Bay, Oregon started working at the Library as the Outreach Librarian.  CSI contacted the library regarding stem kits.  They would like us to partner with them to help give kits to teachers.  We will be moving most of the kits here to the library with the exception of the chemical kits.  Tara, Katie and CJ attended Breakfast with Books at Harrison Elementary.  April 13 Tara will be attending the Lynx Directors Meeting in Boise.  The Board will have an executive session on May 2 at 4:00 pm for Tara’s evaluation.  ICFL Advocacy has asked the Trustees to reach out to their legislatures for this year. The library is partnering with the Water Conservation program.  We will include water conservation in our Summer Reading Program.  Idaho Power has display boards that are available for information.  Idaho Oral health has asked the library to Partner with them on April 27 to educate on oral health.  CSI College Career Readiness would like to have the library hold classes for adults on Adult learning and GED.

The library will begin providing a Video Relay Service for the hearing impaired.  This is a federal program and we will provide a monitor for the patrons to use.

Additional Comments

Concern regarding two patrons who visits the library frequently. Tara reached out to City Attorney for guidance. A patron was asked to leave the library for meeting people here for companionship.
