Minutes of the Board of Trustees

Wednesday, April 10th 2019

The regular meeting of the Board of Trustees was held on Wednesday, April 10, 2019 in the Library’s Board Room.  Attending the meeting were Trustees John VanEngelen, Monica D’Angelo, Debbie Dane, Cindy Bezas, Teresa Jones and City Council Liaison Ruth Pierce.  Library Director Tara Bartley and Staff Karolee Sorenson and Jennifer Hill, Reference Librarian.

Chairman John VanEngelen called the meeting to order at 4:31 pm with brief introductions.

Motion was made to approve the agenda for April 10, 2019 meeting.  Cindy Bezas motioned to approve the agenda; Debbie Dane 2nd the motion.

The Trustees MSC approval of the March 13, 2019 minutes. Monica D’ Angelo motioned to approve the minutes; Teresa Jones 2nd the motion.

 

Approval of Financial Statements

The Trustees MSC the approval of the March 2019 bills. Monica D’Angelo made the motion to approve last month’s bills, Debbie Dane 2nd the motion. Roll call vote taken.  Approved 5-0. 

Financial/Statistical report:  Review of the financial reports. Tara briefly reviewed the financial statements spotlighting in the Hotspot payment made by Foundation.   Teresa Jones motioned to approve the financial statements for March 2019; Cindy Bezas 2nd the motion.  Roll call vote taken.  Approved 5-0.

Communications & Correspondence

April 7 – 13 is National Library Week.  Gifts and snacks were provided to the volunteers to show our appreciation for their time devoted to volunteering for the library.

April 12-27 Art & Soul.  The library is displaying the book We Are Human, author David Lee “Lion” Murray.

April 17 – Congressman Mike Simpson will be donating a book, Woman in Congress at 4:00 pm.

April 26 – ILA Region Spring Conference will be held at the College of Southern Idaho.  We have six staff presenting at the Conference.

 

City Council

Smoking ordinance did not pass.  The parking on Shoshone St. in front of Courthouse and City Park will be eliminated to make for five lane construction.  Rec Center has been approved and is ready to move to the 2nd step of a feasibility design and location.  Approved Canyon Springs and Shoshone St. upgrades. 

Library Foundation

Approved to move the board meeting to the 3rd Wednesday of each month. Long range strategic plan for the next three years was distributed. Board meeting scheduled for May 13, 2019.

Finance & Budgeting

Reviewed 2019/2020 budget.  The library applied for a grant with Idaho State Historical Society (SHRAB), for preservation of historical information.  The library would like to hire a temporary employee to take the historical information and scan into the system.

Business Issues

Requested by the circulation supervisor to eliminate sending patrons to collections for overdue fines. We would continue to send patrons to collections for lost/damaged items over $50.00 Cindy Bezas motioned to no longer send patrons owing late fines to collections. Debbie Dane 2nd the motion. Motion passed.

Library Staff

Library Staff Report: (Jennifer Hill)

In 2016 Harold Gerber, an amateur photographer passed away. His wife contacted the library and asked if we wanted any of his historical photographs. The library did accept his photography. SHRAB offers a grant for preservation of historical materials. The grant is for 2,500.00 and the Foundation has offered to match the grant amount. We would be able to purchase archive boxes and other preservation materials with the grant money. The library has been doing in house scanning of the materials. We have approximately 1250 digital and in storage approximately 4000. Omeka is a digital database for sharing digital collections. Using this data base will allow patrons from all over to access our collections.

Library Director

Tara presented a draft voucher to use with public schools for defined homeless students. Voucher would give opportunity for student to come in and get a temporary library card. Additional discussion was held regarding steps to work with the public school in getting e books for students to use. Further research will continue.

New law passed regarding WIFI filtering. The law will take effect in 2020. ICFL Grant Opportunities,

Kindergarten Readiness, My1st Books; books are supplied and read monthly to the children. Each child then receives a book.

History grants.

April 12 – Library safety training.

State Librarian Ann Joslin will be retiring in May.
