Minutes of the Board of Trustees Twin Falls Public Library
The regular meeting of the Board of Trustees was held on Wednesday, October 14, 2020. The meeting was held in the Twin Falls Public Library’s Board Room. Attending the meeting were Trustees Debbie Dane, Elly Young, Dana DeHaan, Monica D’Angelo, and Susie Kapeleris; Director Tara Bartley; Library Staff Erica Littlefield and CJ Rassmuson; guest Katy Touchette from the City of Twin Falls
Chairman Debbie Dane called the meeting to order at 4:30 with brief introductions.
Katy Touchette administered the oath of office to Dana DeHaan.
The Trustees MSC approval of the agenda for the October 14, 2020 meeting. Susie motioned to approve the agenda. Monica seconded the motion. Motion approved.
The Trustees MSC approval of the September 9, 2020 minutes. Monica motioned to approve the minutes from the September 9, 2020 meeting. Elly seconded. Motion approved.
The Trustees MSC approval of the September 24, 2020 minutes. Susie motioned to approve the minutes from the September 9, 2020 meeting. Elly seconded. Motion approved.
Approval of Financial Statements: The Trustees MSC the approval of the September 2020 bills. Elly Young reviewed the September 2020 bills. Dana motioned to approve the September 2020 bills. Monica seconded the motion. Roll call vote taken. Approved 5-0
Financial/statistical report Since September was the end of the fiscal year, Tara put together an overview of our financials and our statistics for the end of the year. The Trustees MSC the approval of the September financial and statistical reports. Elly motioned to approve the September 2020 financial and statistical reports. Monica seconded the motion. Roll call vote taken. Approved 5-0
The staff signed a card as a thank you to the trustees for the gift cards they were given at the end of the fiscal year; The library will be closed on November 11 for Veteran’s Day; Tara passed out an October calendar of events.
Tara mentioned that we will be moving away from online storytimes. Staff member Kasi Allen has created Storytime at Home kits for parents to check out to do storytimes at home.
Diane talked to Tara. The Foundation is working on their end of year report, and they have asked us for wish list items.
Non-resident fees: Tara handed out the formula the library uses to determine our non-resident fees. The library reviews the formula each year, and it does fluctuate. Our current non-resident fee is $40 and we also offer a discounted rate of $35 for non-residents who are senior citizens. The board discussed the benefits and drawbacks of changing the non-resident fees to align more close to the formula. The board decided to table the decision until the next meeting. Tara will gather statistics about how many non-residents and senior citizen non-resident cards we have. She will also share with the trustees the data from the formula for the last 10 years.
Staff report: (Staff CJ Rasmusson)
CJ started his new position as Program Specialist on September 8. He is helping with promoting programs and activities, running our social media, and running new programs. He talked about some of the programs we have been doing. Every other Thursday we are doing a video series on our social media called FYI where we post informational videos about the library, or other community issues like voting or base jumping. We have also been doing drive-in movies. We are doing a Halloween Read and Treat on October 24. We have Idaho Family Reading Week in November. It is a program offered through the Idaho Commission for Libraries, and they provide free books for us to distribute to families. We will have a kick off at the beginning of November. We also have virtual events. We have an online board game night, and an online Dungeons and Dragons night. We are also offering crafts kits for kids and adults.
RFID update: We will be getting the RFID software on the 23rd, then we will schedule the training on how to use it. We are still waiting on the RFID tags.
COVID updates: We are continuing to see the numbers of COVID cases increasing, and South Central District Health has put Twin Falls County into the orange level. If South Central District Health puts Twin Falls County into the red level, Tara is recommending that we close the doors to the public and offer curbside, and possibly appointments for computer use and browsing.The board said they would be in support of the library closing if the county moves to red. Additional discussion on how this would affect the community that rely on the library for school and a place to be when the weather gets colder.
Trustee opening: Tara will start making announcements for Debbie’s position. If the trustees know of anyone who is interested, Tara encouraged them to have them contact her.
The Regular Board meeting: Tuesday, November 10 @ 4:30pm (Meeting moved because the regular meeting would be on Wednesday, November 11, and the library will be closed.)
