Minutes of the Board of Trustees Twin Falls Public Library The regular meeting of the Board of Trustees was held on Tuesday, November 10, 2020.

The meeting was held in the Twin Falls Public Library’s Board Room. Attending the meeting were Trustees Debbie Dane, Elly Young, Dana DeHaan, and Susie Kapeleris; Monica D’Angelo (attended virtually), Director Tara Bartley; Library Staff Karolee Sorenson. Absent City Council Liaison, Chris Reid.

Chairman Debbie Dane called the meeting to order at 4:30 with brief introductions.

The Trustees MSC approval to amend the agenda for the November 10, 2020 meeting removing Oath of Office: Dana Dehaan by Katie Touchette (Notary). Susie Kapeleris motioned to approve the amended agenda; Elly Young seconded the motion.

The Trustees MSC approval of the October 14, 2020 minutes. Elly Young motioned to approve the minutes from the October 14, 2020 meeting. Dana DeHaan seconded the motion. Motion approved.

Approval of Financial Statements: The Trustees MSC the approval of the October 2020 bills. Elly Young reviewed the October 2020 bills. Susie Kapeleris motioned to approve the October 2020 bills. Dana DeHaan seconded the motion. Roll call vote taken. Approved 5-0

Financial/statistical report October is the beginning of the new fiscal year of the fiscal year. Tara requested we do one poll for reviewing of bills, financial statements and statistical reports. It was agreed to do one poll for the review. Tara put together an overview of our financials and our statistical reports for the start of the new fiscal year with the budget. The Trustees MSC the approval of the October financial and statistical reports. Susie Kapeleris motioned to approve the October 2020 financial and statistical reports. Elly Young seconded the motion. Roll call vote taken. Approved 5-0

Communications & Correspondence

The library will be closed November 11, 2020 for Veterans Day.

Our Hero’s Tree is located in the front foyer to honor both present and past patrons. Patrons can put an ornament of the honored veteran on the tree using their own or the library as ornaments available to use.

November 26, 2020 the library will be closed for Thanksgiving Day.

Virtual Events: Idaho Read Week – November 9 – November 15. ICFL will give 100 books focusing on elementary. Patrons with holds for curbside pickup will each receive a free book until gone.

Outside library box has crafts for children and adults E Book discussions.

Donated books for the Giving Tree will be going to Thrift Books.

Diane spoke with the Kiwanis about programs in the library.

Business Issues

Non-resident fees: Tara shared the comparison of non-resident fee from 2016-2020 and they had not changed. Review of what other districts charged; Meridian, Nampa, Idaho Falls, Pocatello, Jerome, Salt Lake City and North Logan, we are considerably lower. It was decided to relook at the rates in September 2021. Elly Young motioned to keep our non-resident rates the same for this fiscal year and relook at them in September 2021; Susie Kapeleris seconded the motion. Motion passed 5-0.

Library Director

RFID update: We received 198,000 RFID tags and have started to tag. We currently have two carts so only two people at a time can tag. We are expecting 2 rental carts anytime then we can have 4 people tagging at a time.

We are purchasing more self-checkout machines.

We have moved the large print where patron’s computers were and the computers where the large print were so the large bay window is exposed making it more opened and welcoming.

We have modified our services and are closed to browsing only. We closed the library when Governor Little moved us back to stage 3 limiting gatherings of no more than 50. We have 37 staff so we allow 10 patrons in by appointment only for computer use, notary services and study tables. We are offering curbside and home delivery.

Staff holiday celebration has been cancelled. We will be purchasing small gifts for staff.

We have received one letter for Trustee interviews.
