The regular meeting of the Board of Trustees was held on Wednesday February 12, 2020, in the Library’s Board Room.
Attending the meeting were Trustees Monica D’Angelo, Elly Young, Teresa Jones, Susie Kapeleris and Chris Reid, Council Liaison. Library Director Tara Bartley, Staff Karolee Sorenson, Adam Day and Amy Mortensen. Absent Chairman Debbie Dane.
Acting Chairman, Monica D’Angelo called the meeting to order at 4:32 pm with brief introductions.
The Trustees MSC approval to approve the agenda for the February 12, 2020 meeting. Teresa Jones motioned to approve the agenda; Elly Young 2nd the motion.
The Trustees MSC approval of the January 8, 2020 minutes. Susie Kapeleris motioned to approve the minutes; Teresa Jones 2nd the motion.
The Trustees MSC the approval of the January 2020 bills. Elly Young motioned to approved the January 2020 invoices, Susie Kapeleris 2nd the motion. Roll call vote taken. Approved 4-0.
Financial/Statistical report: Review of the financial reports. Tara briefly discussed the Non-resident fees for the 4th month of the fiscal year. Teresa Jones motioned to approve the financial statements for January 2020, Elly Young 2nd the motion. Roll call vote taken. Approved 4-0.
The library is hiring for a Technical Assistant. This person will assist the public and will offer generic tech support and up keeping the libraries website. The position will close on February 21, 2020.
Kathleen Lambert was a featured on the front page of the Time’s News. Kathleen participated in KMVT’s “Behind the Scenes.”
Thursday February 13, the library will feature “Strong Woman of Early Idaho” with Gary Ellers.
February 12, the Census Bureau will be in the library for Census recruitment.
The library will have a dedicated computer in March for patrons to use during the census.
Shayne Nope held a training on open meeting laws.
Twin Falls Housing Authority presented their 2019 Annual Report. Discussed was the areas of growth and the need for low income housing including housing for disabled and elderly. Currently there is a 12 to 18 month waiting period.
Airport will begin Phase II Taxi Lane Construction Project. Replacement of lift stations.
Request for a purchase of a ladder truck for the Fire Station. Looking into the options for the next step for fire stations.
Purchase of a large lawn mower for the Parks Department.
Southern Idaho Economic Development plan to connect Twin Falls and Jerome with a new pedestrian bridge at Auger Falls.
Budgeting process for the upcoming fiscal year is in process.
Discussion with the Idaho State Legislature to discuss the property tax.
Foundation Retreat was Saturday, January 25. Golf tournament is scheduled for September 12, 2020.
Consideration of Interlibrary Loan Policy. Proposed updates to the current ILL Policy. Elly Young motioned to approve the updates to the Interlibrary Loan Policy; Teresa Jones 2nd the motion. Motion was approved (4-0).
Consideration of Media Station Policy. This is a new policy for 2 media stations for patrons use with no time limit. This policy will coincide with the Internet Use Policy. Susie Kapeleris motioned to approve the new policy for the use of 2 media stations. Elly Young 2nd the motion. Motion was approved (4-0).
Consideration of Internet Policy review and update. The Internet Policy was updated to reflect filtering on all Internet connections, including publicly accessible wireless Internet. New Idaho Code 332-741that will be implemented in July to reflect filtering on wireless internet in libraries. Teresa Jones motioned to approve the update to the internet policy to reflect filtering on all internet connections including publicly accessible wireless internet in libraries. Elly Young 2nd the motion. Motion approved (4-0).
The library will request a meeting with the Parks & Rec Committee for the 1st phase of the landscaping project; removal of trees.
Foundation Retreat update. Tara and CJ attended the retreat on Saturday January 25. Discussion on the RFID project to be implemented in 2021. The Foundation agreed to contribute $30,000 towards the RFID project.
March 12 & 13 is the Lynx Director Summit in Boise.
The library began a GIS mapping program to identify areas in the community for library cards outreach.
Saturday, February 8, 2020 the library experienced a power outage and closed at 4:30. It was determined the power pole that distributed the lines of electricity to the library caught on fire. Idaho Power quickly fixed the problem and the library opened for business at the regular time on Monday. Southern Idaho Pride would like to partner with the library and donate books for educating.
