Minutes of the Board of Trustees Twin Falls Public Library
The regular meeting of the Board of Trustees was held on Wednesday June 10, 2020. The meeting was held virtually. Attending the meeting were Trustees Debbie Dane, Monica D’Angelo, Elly Young (telephone), Teresa Jones and Susie Kapeleris. Library Director Tara Bartley and Staff Karolee Sorenson. Absent, Chris Reid, Council Liaison.
Chairman, Debbie Dane called the meeting to order at 4:30 pm with brief introductions. Trustees MSC approval to approve the agenda for the June 10, 2020 meeting. Teresa Jones motioned to approve the agenda; Monica D’Angelo 2nd the motion. Motion approved. Roll call vote taken. Approved 5-0.
The Trustees MSC approval of the May 13, 2020 minutes. Susie Kapeleris motioned to approve the minutes for the May 13, 2020 meeting Elly Young 2nd the motion. Motion Approved. Roll call vote taken. Approved 5-0.
Approval of Financial Statements The Trustees MSC the approval of the May 2020 bills. With Governor Little’s proclamation the payables were not able to be physically reviewed by Elly Young. A cash summary was provided to the Trustees for their review. Elly Young motioned to approve the May 2020 bills. Teresa Jones 2nd the motion. Motion approved. Roll call vote taken. Approved 5-0
Financial/Statistical report: Review of the financial reports and numbers. With the library closed there were no fines or fees collected for the month with the exception of a few checks that were mailed in. Monica D’Angelo motioned to approve the financial statements for the month of May 2020, Susie Kapeleris 2nd the motion. Motion approved. Roll call vote taken. Approved 5-0.
First time in history of the library for virtual summer reading, which started on June 1, 2020. 374 patrons have registered on the app Readers Zone. 100 adults and 274 children. We have offered curbside service but circulation is down. Last year we had 45000 in circulation this year 12000. The library did expect circulation to be down and summer reading as well.
2020/2021 recommended budget is ready for signatures. No increase in the budget for the next fiscal year. Our capital improvements are increased these funds come from a different fund account. Operations is the same as last fiscal budget, 10% increase in insurance and 2% increase in salaries. Brief discussion on personnel. Amy Mortensen resigned from the library, Jennifer Hill, Reference Librarian accepted the position of Adult Services Supervisor. Monica D’Angelo put forth a motion to accept the 2020/2021 budget. Elly Young 2nd the motion. Motion approved to accept the 2020/2021 budget. Roll call vote taken. Approved 5-0.
Deed of Gift Acceptance. The Twin Falls Public Library Foundation put forward in May $30,000.00 towards RFID, which will begin in the new fiscal year. Monica D’Angelo motioned to accept the Deed of Gift Acceptance, Teresa Jones 2nd the motion. Motion accepted. Roll call vote taken. Approved 5-0.
Reopening of the library. Following Governor Little’s plan and following CDC Guidelines, the library plans to open to the public June 15, 2020. Seating has been removed, sneeze guards are in place at circulation, reference and youth services public desk. The toys have been removed from the children’s area and there will be one table with two chairs in the children’s area. Kiva, parenting and program room are closed to the public until further notice. The library will have six adult computers available, 4 teen computers and 4 children computers available with computers spaced accordingly to insure social distancing guidelines. Computers are limited to one-hour usage per patron per day. The library will be opened to limited hours. Staff hours are 9:00 am – 6:00 pm Monday through Friday, Patrons are 10:00 am – 5:00 pm Monday through Friday. Saturday hours are limited to Staff 9:00 am – 1:00 pm and Patrons are 10:00 am – 1:00 pm. No curbside delivery. There will be no limit on patrons allowed into the library. No inside programming at this time. Outreach is exploring to do story time at daycare facilities. Elly Young motioned to open the library June 15, following Governor Little’s plan and following CDC Guidelines, Susie Kapeleris 2nd the motion. Motion approved to reopen the library following the guidelines. Roll call vote taken. Approved 5-0.
In May the library offered services of micro film, notary, Idaho Room by appointments only. Bookmobile garage housed a computer lab and curbside delivery was offered.
16000 materials were checked out. Virtual programming and circulation went up 50% - 60% from last year totals and web page views were 14000 up from 9000 from last year.
Outreach – Possible home delivery with the use of the van. A route will be mapped out for areas to be delivered to within 3 days of request. Inventory of library materials. Scanned 170,000 possible 50000 more before opening.
